What have you tried?
You don't mention your GSD's age, but it sounds like she's full
of piss and vinegar. She needs tons of exercise under whatever
controls work well with your household.
Where does your unnamed dog spend most of her time? If the
answer is "unaccompanied in the yard", then the answer is clear.
Bring her into your house and work from there.
If your answer is "in the house", then my answer is: training
and exercise.
