im afraid if you have dogs its highly likely your garden will suffer.
im not saying its a dead cert but all the dog owning household that i
visit have very little grass left.

now mine are getting older my grass is re-appearing, but i was happy to
wait.

if you must put something down please dont use chicken wire but instead
toys r us produce a large rubber mat its for putting down on bare
patches which get muddy, usually under swings and at the bottom of
slides.
it could be quite expensive but spread the cost at one a week or
something and
you will soon notice the difference.
the rubber mats are like large sort of lattices for want of a better
word, i know a lady who puts down cat litter where the piddle puddles
appear which was something i was considering.

its a shame your neighbours would complain but is there really no-where
else she could run free? you could maybe visit a wooded area or the
beach? even if its a special treat and once in a blue moon but it still
makes for a refreshing change of scenery for you both.
