cooling systems look like huge industrial air conditioners and are located

Oh, that is horrible. Do you know the SAME THING happened a few months
at our VFW lodge hall?
What scum. Recycled copper is at an alltime high--that's why theft has
become such a problem.

There have been some murders as well - I guess a couple of the scum got in an argument over who was stealing the manhole covers, and one guy killed two of his buddies over it.

It is slowly becoming a law that scrap yards do NOT buy manhole covers. They must also keep more meticulous records of what they are buying and from who. Soon selling to them will be like trying to sell "hot" good to a pawn shop (cops keep close tabs on pawn shops)
