Scaley feet can be common on an older canary. On a younger one, it can
be caused by mites. You can try applying a little olive oil with a q-
tip, being careful not to get it on his feathers.

From your post, it sounds like you don't have an avian vet near you,
only a local vet (cat/dog?). May I suggest that you bring your canary to
the vet where it can be treated with Ivermectin. Ivermectin is used to
kill parasites in other animals including birds. Your vet will most
likely have this medication in his arsenal of drugs. Usually one or two
treatments will get rid of scaly face/leg mites. Over-the-counter
medications are basically useless so don't bother to invest in them.
Also, don't use hang-on-the-cage mite protectors and sprays. They are
not very effective and can be dangerous.

Scaly face/leg is often referred to as tassle foot in canaries.
Ivermectin ... often one drop applied to the top of the bird's head ...
will eradicate the disease in a matter of days. If you allow the
disease to progress, it will eventually kill your bird. I'd also suggest
giving the cage a thorough cleaning with disinfectant soap and hot
water. Toys and perches should be thrown out and replaced with new ones.
