He needs to be on antibiotics. The best thing is to find a wildlife
rehabber in your area. It's a "catch 22" situation, because most
rehabbers either won't treat pigeons, or will euthanize them, as they
are not a protected species. Here is a site to locate someone in your
area. You could at least call them for advice.
