I think the fairest tax system is a user tax. If every function of
government were financially supported by those who use it and not
supplemented by other funds acquired from tax payers.
The "fly in the ointment" with that proposal is that the Legislative Branch
(including Elected Officials, Staffers, etc.) would never get paid or,
even, reimbursed for their expenses.
They'd have to live off their Graft.
