There must be more to that story. Back in April, Italy wanted to ship
waste from shuttered nuke plants to Utah. Why doesn't somebody in
Europe want it?

The spent fuel rods can be reprocessed, the process involves work that
makes part of the material into "weapons" grade Uranium. The rest
becomes waste. While "modern" weapons don't use Uranium, weapons can be
made from it. Of course it can also be processed for use as fuel

And yes, Europe does NOT have storage for the high level radioactive
waste.
