You're going to have to get more and better information from him before I can help much - mostly a complete and accurate model/spec and serial number (although some GOOD pictures of the generator and control panel would be a great help!). Onan made this generator from the mid 60's to the late 90s in numerous variations - so it's hard to speculate very much about what the relays might be or whether his problem is related. If it's a late enough model that it has the brushless exciter, 25v ac would be about typical if the regulator is bad and not providing field voltage.
From what you've given me, it is a 12kw generator, DJC (diesel JC) air-cooled engine, remote start capable, and the generator end was supplied as a 12-lead 'broad range' reconnectable, i.e. with the proper connections the generator could provide 3-phase 120/208, 3-phase 120/240, 3-phase 277/480, 3-phase 240/480, or single phase 120/240 - this is the probable reason he couldn't find circuit breakers - Onan had no way of telling what voltage the customer was going to configure the genset for, so providing output circuit breakers was up to the customer (and covered in the installation/operation manual).
If he can give enough information that I can tell what his configuration is, I probably have a schematic that I can scan and email. Note that even that will require some interpretation, as it'll have some components connected by dashed lines - things that were 'options' for a particular spec, up to the technician to determine if they are there and apply or not.
The full model/spec should be something like 12.0DJC-18R / 12345AA (note that there WILL be a slash / after the 18R, then up to 5 digits, then one or two letters (two letters would be AA, AB, AC, or AD only). The service manual is probably still in print and available from Cummins/Onan - I'll be better able to tell you when I know for sure which you have.
