Uh, help me out here, John. IIRC; the 24th block II 'Navstar' satellite that finished what we call "GPS" today was boosted into orbit on June 26, in '93 on a Delta-II ELV from Cape Canaveral in Florida. It, like it's 23 predecessors, was launched into one of six, circular orbital planes about 20,200km high with 12-hour periods, transmitting their location data on L1 & L2. Donno how you got to '1978' with that.
One of the ships I was on in the Navy had one of the first satellite navigation systems (SATNAV) systems installed on it in 1970. SATNAV was the early name for the GPS system as we know it today. I worked with the civilian contractors and engineers on the ship during it's installation and testing.
At that time it was strictly for military usage.
