When I push the start button on the console (at the gennie) it always
gives that "click" sound, but does not always turn the motor over. So
I'll keep pushing and every once in a while it will start turning over
and I'll grab the throttle and open it and then it catches and starts
running.

But more often than not, it is not turning over.

Any ideas?

Also, the manual says that the throttle should open on startup and
mine is not. Once running though, the governor seems to work OK......

Sounds like a corroded connection. Measure the voltage at the genset starter
terminal and see if it's the same as the voltage at the battery terminal.
