I find it unbelievable that he chooses to not be on the floor doing his
part during the squabbling over what's promising to be one momentous piece
of legislation.

But how can he second guess the resulting legislation, if he takes part in
writing it.

How can he deny any culpability for any negative results from the
legislation if he is around to vote for it?

We know he can take credit for any good ideas, claiming that he phoned them
in, if he is not there, but how can he escape blame if he IS there?
