When people are given all the information and still choose to take the opposite path, I guess they also have to accept the consequences and wait for the city to decide when it's safe for their employees to venture out and rescue them.That's what we call "freedom". Usually works pretty well, so long as you're willing to accept responsibility for your decisions and not whine later that there was no safety net.

Hey you dudes. Live where you like but forget getting help after storms. Forget insurance coverage. Forget levees and barrier walls paid for by those outside the area affected.
We just can't always be looking out for those who like to take chances.

I absolutely agree with this, if you want to live dangerously do it at your own peril.
The entire state of California is prone to earthquakes, wild-fires, mud slides and for all we know tsunamis. Are you suggesting that no one live in California?
What about the center of the country. Huge floods in places like Iowa, Nebraska and Illinois this year. Are you suggesting that no one live there either?
How about tornadoes? No one knows where they will strike. They could just as easily happen in Massachusetts as in Kansas. Are you suggesting no one should live there either?
Don't forget volcanoes. There are a few in the Pacific Northwest that might become active. Heck, the Entire Yellowstone National Park could explode taking hundreds of miles of country with it.
There are always asteroids from space, too.
No one can control the weather. Most people do what they can to live with what Mother Nature throws at them, but there is no single place in the entire United States that is "completely safe" from nature.
You should be smart enough to not echo Linus, the resident village idiot.
