As for a specific spot, if you are any where between those two locations you will think it made land fall where you are at. what makes land fall is considered to be the eye but the higher the intensity the broader the hurricane is and could be from Galveston to New Orleans. Just because the eye currently is being reported to be 30 miles wide.
That is the inside of the tropical storm, depending on how far from the center hurricane force winds are would be considered it made land fall with hurricane force winds.
Since you were a "typhoon monitor", maybe you can tell us the
difference between a hurricane, and a typhoon? How many AF typhoon
monitors were there in the Philippines, anyway?
As for the number of folks doing that job it varied, being a temporary duty assignment of qualified individuals. A duty position only filled during periods or seasons.
BTW, what does a "certified weather observer" do, exactly, and how
does one become, "certified" in that line of work?
To be a certified weather observer you go to school in Keesler Air Force Base in Biloxi MS. Taking classes that include weather as you are in Air Traffic Control school. Provided you are able to complete the school you are assigned to a base that has a control tower, where you are an understudy of a senior controller. I was assigned to Biggs Air Force Base in El Paso TX. There are local weather classes conducted by people like LZ who certifies you for that location.
This training involves weather conditions that prevail for that location, as well as visibility charts. A certification is required for each location you are assigned to.
