I can assure you the quality of life
here is equal to or better than any place in the USA.

So why are so many of your citizens hanging out in the USA? The only reason I know of to visit Canada is because they have more fishing opportunities.

If your quality of life is better, try and get your subjects to stay home (especially during those long, dark, monotonous winters).

It's your "quality of life" that they are trying to avoid.
