Having done a lot of testing of "page loads faster" claims back in
the early Netscape days, I'll believe it when a few people clear
caches, and actually time the loading of 3 or 4 different pages in
each program.
Back in the day when I would test this stuff for hours and days, user
claims that pages loaded faster in the latest version than in
previous ones rarely turned out to be fact.
It is faster. Clearing the cache each time, and stopping the
clock when the loading indicator disappeared, Safari took 9
seconds to load itself and the NYTimes page. Firefox took 17
seconds.
I might add that Safari loaded all ads on the page. Firefox used
Adblock to avoid that. I would think not loading the ads made
Firefox faster than normal, and yet it took almost twice the
time.

Disable Adblocker in Firefox, and try your test again. I take it you
meant Starting from "not running"? That comparison really only works
right after a cold boot.
How do they compare loading web sites after being started?
