The story -is- *entirely* fictional. That aside, you're right, it does make
a good read.
First, no system even _somewhat_ smarter than a fencepost would mistake a
speed-measuring radar for a target-acquisition system.
Second, a Tornado -doesn't- have 'automatic' weaponry that would engage
without explicit pilot action. Pilot has to have selected the particular
missile type as the 'active' weaponry before the 'seeker' is activated, and,
even then, it requires another explicit action by the pilot to launch the
weapon.
Third, the police radar-gun signal is weak enough (due to being designed for
a very short effective range) that it is very unlikely that warbird threat-
detection receivers would classify it as a 'lock on', and/or an imminent
danger. The signal level alone would classify the threat as 'too far away
to be getting an echo from the plane', unless it was within a few hundred
feet of the radar gun.
