This Visa has a toolbar at the top with all the 'f' keys, escape and space..
It is a drop-down.. mostly tucked away, sometimes down and hard to get rid of.
Often when a link opens at the top of the page, this toolbar drops down and I can't close the link without 'moving' the link down on the page so the 'X' close box will work..
I have never used this bar for anything and see no need for it.. can I get rid of it somehow and get rid of the annoyance as well as free up a bit more page space? Thanks..

Right click the desktop and chose Personalize, then ease of access. See if something checked there is causing the menu.
Then there is some silly thing Vista uses where it places a calculator, calendar, clock and picture viewer in a portion of the desktop (usually defaults to the right side, not the top). I can't recall the name of the utility, but it is one of the first things I turn off when I start up a new installation of Vista. To turn it off you right click some icon in the system tray.
Those are my three guesses.

The icon for the Side Bar is located in the system tray...lower right hand corner of the task bar. Hover over all of them till you see a pop up that says Windows Side Bar. Right click it and tell it to go to hell.

I swear there is no 'windows side bar' icon.. Right now the latest PIA side bar pop-out is 'new version of PayPal virtual credit card' Clicked it and it has actice link requiring my password.. I want to update but would only do it from home page.. PayPal's own advice!! Grrrrr... It has an icon in the tray.. I right clicked it like you said, clicked exit.. POOF!! :) Thanks.. now will see if it's gone for good..
Also an icon called 'side note' opened it, seem to be a part of Works.. Nothing resembling 'Windows Side Bar...

If you chose exit, it will start the next time you boot. You have to turn it off. I wish I remembered which option to chose, but I've only done it a couple times and I just don't remember. It's either you open the program and chose options and tell it not to start on boot-up or you uninstall it or something like that. At least you know which icon turns it off now. Good luck.
