Chiltons won't have 'why' answers. neither will the factory service manuals.
_Both_ will have sufficiently precise mfr _part_numbers_ to establish whether
there are differences in the drive-train between models, that make one
towable and the other not.
If there are _no_ differences, a call to Detroit IS in order.
The Motorhome lists are not accurate. Should the difference reflect
confusion about that model rather than reality, it would show another
error in these lists. There were a couple last year. I'm sure
Motorhome is calling the manufacturer and simply parroting the
information. Much might depend on who one gets a hold of at the
manufacturer. Someone well versed in all models would give you good
information. Someone at the manufacturer who must hang up to call a
dozen or so other people who might know, when then call others, and
those some others ... you might end up with the janitor's take on the
problem.
