I don't disagree at all.

But I'm curious as to how anybody that might be accomplished --
especially considering that many (if not most) "poverty-level" parents
are undereducated *and* of limited intellectual capacity.

Which means their job (and earning) opportunities are severely limited.

Which may at least partly explain why they are mired in poverty in the
first place.

It's a vicious cycle with no easy solutions. But programs like Head
Start are much better than nothing. You have to somehow break the cycle
before you can make any progress.

Bruce lives in a mythical (right wing) world, where theories and good
intentions abound. I used to live there, for decades. We all lived,
worked hard, were drug free, and law abiding. Everybody took
responsibility for themselves. It was such a perfect world, devoid of
any flaws whatsoever.

One day, like a puppy, my eyes opened. Reality stared me in the face.
It dawned on me that my mythical right wing world didn't exist for
some other people. There are criminals out there, drug addicts, very
poor people, and people of extremely limited intelligence. And some
good people who made very bad choices. And all of these people
reproduced.

Every child is an innocent, regardless of the parentage, or lack
thereof.

For every dollar we do not invest in those innocents, it will cost us
tenfold as they become adults. For every dollar we DO invest in them,
it will save us..... nobody really knows, but it's got to be a lot.

I still have my very Conservative bent in many ways, but it is
tempered with reality. Lots of it.
