Isn't the check valve on the inlet to prevent hot water back flow?
The hot water outlet pipe should be the highest pipe on the tank.
Remember, hot water rises.

I believe that one of the output connections of the two-outlet-bypass-
valve is connected to the water heater inlet. When the valve is set to
normal flow operation, a branch off of the the input cold water supply
(input to the bypass-valve) is connected to the water heater inlet.
The hot water heater outlet is connected to the check-valve then to
the hot water spigots and the other bypass-valve outlet. When the
valve is set to bypass flow operation, the input cold water supply is
connected to the hot water spigots line and the water heater exit but
since the check-valve is in the circuit before the water heater
outlet, no water will flow back into the water heater.
