What does it say on the registration paper that you would hand to the
trooper? If the word truck is there, you won't get far calling your
pickup a passenger vehicle. The only thing you might have going for
you is that I believe NY still puts the word Commercial on all pickup
truck plates (even though many are private), so the trooper might
expect something like that.

In VA, the leading characters are T over top another letter, then 6
digits. On the bottom of the license it says TRUCK. In VA, TRUCK has
another definition separate from a garden variety pickup/grocery
hauler, soccer mom ride around. And it has to do with the GW.
The registration on my Dually has Vehicle make, (Ford), Model,
(blank), Body, Pickup), Vehicle Use, (private), and axles, (2). EW
(6950), GW, (7500)[This is what the tag price is based on], and GVWR,
(14000).
The only difference in this and my wife's car registration is that
her's has no EW or GVWR. Her plate is of the same type as mine, 6
numbers with no vehicle type designation.
If my vehicle were to come under the states additional laws for
trucks, like restricted residential areas and such, it would have to
have the T designation and TRUCK on the plate.
One other thing I missed, Plate Type. Mine has HP, handicapped
passenger, but the other designations are descriptive of the Vanity
type, (VA has over 100), Truck, Commercial, Permanent, Trailer, Car
Trailer, and PA for Passenger.
My Mitsubishi Mighty Max has a plate type of PA, despite the fact that
it's pickup truck.
