Correct. I didn't realize that you were trying to move the cloned drives between
different machines. I'd not expect that to work simply because some of the very low
level code needed to boot that is hardware-specific would wrong for anything other
than the machine it was installed for. This is stuff that winders installer writes
to the drive during installation.
I'm not an expert on this stuff so I won't even attempt an explanation with any more
detail. I just know that moving cloned drives between different types of hardware
doesn't work.

Not just different type of machines. Even if he used two identical Dells, he would run into a problem due to licensing. But a call to MS will fix the problem. Assuming you can convince them the OS is still used in the original machine it was purchased for.
