Thank you for being patient.
However, I did the test you suggested. I connected the BBQ regulator.
Valve closed. I put my finger on the outlet and opened the valve. I
felt some pressure. I did not move. I slowly removed the pressure on
the finger that is blocking the outlet. Nothing happened. There was no
pressure at all. I did not feel any gas coming out.
What does that tell you?

That's again making me think that the valve might be stuck. Can you look into the
inlet and see the valve poppet?
