I think that is a mathematical artifact. An assumption in the
statistics.

My guess would be the age range was related to the population presumed
to be generating the sewage in general, not the coke users, based on
some population sampling done by the water/sewer utility people.

occurs to me that NYC may have been highest on the list, but the study
was likely limited to the cities on that list.
