Having never used a cell phone for data, I've never looked to see if
there are any routers that can be connected that way. Definitely there
are routers that accept an air card, but a cell phone is different.

In any case, it is possible to connect any internet connection to a
computer, and have that computer provide internet access to other
computers. In Windows it is called ICS, Internet Connection Sharing.
The details will vary depending on hardware.
