You're trying to control people who don't live in your burg but are just passing through.

Let Barney hassle the locals and let the sheriff and the state patrol deal with freeway traffic. We don't need 3 layers of enforcement, ESPECIALLY since the locals are only interested in revenue enhancement and not freeway safety.

Please. That is exactly what you are supporting if you want locals arresting the out of state tourists. Besides the word will get out and no passing tourist will even get off the freeway to buy gas or eat a doughnut.
