Nope. Protected and you need a control permit. You catch the guilty by placing a trap on a pole where your ducks are roosting.

A game farmer about 10 miles away caught 32 owls in one summer to protect his pen-reared pheasants. The Game Warden told him he had a right to protect his investment, just as you can shoot rabbits during the closed season if they are eating the bark off your fruit trees. Just call the Game Warden first. With certain animals, they may trap and relocate the pests instead of letting you handle it. At the time, owls were at a population peak and during the winter they decimated pheasants, rabbits and grouse populations.

Since owls are active only at night, it's a rare person who even notices if populations are up or down. I had a dead oak by the lake that the owls used as a feeding station. The ground was littered with the remains of their victims. They normally don't swallow the heads and feet.
