As you know, I am the Sysadmin where I work, and buy a lot of laptops.
I tend not to like Toshiba's, just not very good luck with them.
Definitely stay away from any with a Celeron processor. They are old
slow technology. I prefer the AMD processors, and of course the
Pentium 4, and Sempron.
I have been buying quite a few Compaq Presario, but do stay away from
the 60G harddrive models. That particular drive is a Fujitsu with a
high failure rate.

There are others depending on what features you want.

My minimum specs are as follows, yours may differ:

80G Hard drive
512 Memory
2.8 processor (or equivalent AMD 3000 or higher)

Built-in features:
Memory card reader (Cameras)
WIFI
3 USB ports (2.0, 0f course)
15 inch widescreen
DVD burner ( a plus/minus is better than a plus only or a minus only)

Very few come with a com port anymore, but those that do are handy for
some of the older Palm Pilot and GPS units.
PCMCIA slots don't come on a lot of them now, it's been replaced by
built in, or USB port stuff, but nice to have just in case. It makes
them a little more versatile.

Disclaimer: Any who want to disagree feel free to do so, it will give
GB more info and choices to look at. Defending my choices in this area
is not something I do.

I don't have any familiarity with Toshibas or Compaqs and the only HP laptop
I bought performed flawlessly throughout its service life so I can't comment
on them from practical experience, either. I buy Dells for the company
because my laptop users travel and when the laptops break down all they have
to do is call Dell and they're fixed and running again the next day. No
muss, no fuss. But I mostly agree with Tom's system requirements with the
exception that I'd put it at 1 gig memory, minimum. Who knows how much
memory Vista is going to eat if it ever makes its appearance. I also look
for hard drives with the fastest rotation speeds when I have a choice.
Higher rotation speeds translate to faster data access for the most part.
You should also, if you can, take the laptop outside in the daylight to see
how readable the screens are when viewed in sunlight (if you ever think you
might want to use yours out on the veranda while sipping Mint Juleps or
whatever it is that you moat owners sip, that is)
