My guess -- and it's only a guess -- is that in cold weather the extra
heat needed to overcome the ambient temperature and make the cooling
system work would be offset by the fact that the interior of the
refrigerator was colder to begin with and wouldn't take as long to get
cold. OTOH, if the inside of the RV is 70 and the outside air is 35,
that could be a different story.

Too bad bill horne's Dometic is defunct. This would be a great test for
him.

I can't help. My van is virtually always parked in my climate-controlled
garage when I precool the refrigerator, and the ambient temperature
doesn't vary enough to provide statistically significant outcomes.

I couldn't wait. I turned the refer off. Brought it up to room temp,
about 50 degrees today. Turned it on to normal, turned it back on.
Within an hour, freezer temp was 15 degrees, refer temp was 40.
So, I guess mine works as fast as anybody else's. All these years I
just assumed it had to be 24 hours. Live and learn.
