Okay. I don't want anyone to go away thinking that I'm espousing
that all $$ spent on the $pace program were 100% used effectively.
Never gonna be the case. Certainly not by something run for
political motives. Nor that every $$ spent went to developing
something we use today.
But by-and-large the technical needs that were fulfilled were done
so by their need to be solved. Does that mean that some little
baubble, NASA's version of a $700 hammer, led to the development of
the uP in my PC? Certainly not. Just keep in mind that the
computer that controlled Apollo LM descent and ascent had less
processing power than the average hand calculator does today.

A) Not the point. The money isn't subtracted from the national
treasury and taped to the inside of the payload bulkhead. It's
spent on scientists, engineers, writers, metalworkers, electricians,
thinkers, widgets, experiments, and so on...
B) It's not a "huge sum!" In point of fact it's a paltry amount
compared to the many "bridges to nowhere" and other pork-barrel
boondoggles we fund.

Which would probably explains why Michael Griffin didn't knock on
your door asking for permission to fly that bird. Instead he knocks
on the doors of our legislators...

We agree. But just because it is "bad" in some eyes does not mean
that tax money should only be spent on maintaining the status quo of
winos and crack whores...
