Eliminate from our rolls of the unemployed anyone who isn't a citizen and has a degree from (at least) a trade school or junior college. I don't know for sure, but suspect that we would then be able to show an unemployment rate of less than 3%.

There are other countries (Liechtenstein and Andorra come to mind) with a fairly low unemployment rate. But they aren't major players in world markets.

Correction.  The sentence should read:

have a degree from (at least) a trade school or junior college."
