Some of the largest fish taken from the Rapid River were taken ice fishing on Umbagog (lake the Rapid flows into). Six and seven pound brookies were not unusual.
Maybe stream trout in CO are a different beast, but I consider the trout I've taken from streams during the Winter when the streams are running their coldest, to be "ice cube trout". You can hook them with a nymph dead drifted along the bottom of the deepest pools but when hooked, they have virtually no fight to them. Not much fun. I don't know the temperature of the water because I don't carry a thermometer, but based on the limited amount of open water, I think the temps are around 32. If the water warms even a few degrees, the bugs and the fish become somewhat more active.
Fish caught ice fishing generally aren't caught out of 32 degree water. Although the water temperature of ice capped lakes is very close to 32 degrees just below the ice, temperatures in lakes stratify and even during the coldest weather, there are water temps considerably higher than 32.
I'm pretty ignorant about Steelhead. However, genetically, a Steelhead is a trout and I don't think that trout are very active in water that's just above freezing. They may feed but being cold blooded, their metabolism is going to be low. I know that they're frequently caught during cold weather conditions, but I would guess that they are considerably less active if they're caught in water that's just above freezing. I'd also guess that larger rivers, like the Grand, have more varied temps, like lakes, and will have areas with warmer temps, even during the coldest periods of time.
