I've explained using a caboose metaphor in my reply to Rick.
Effectively, the most logical usage is to associate the minutes and
seconds between 12:00:00 and 01:00:00 with the first hours digit [1].
In this case, noon is 12:00:00 AM ... and 12:00:01 PM is the
first second *after* noon. IOW, noon must be part of the AM set
because [12] is the last hours digit, and it must be contiguous with the
penultimate hours digit [11]. If 11:00:00 AM, then 12:00:00 AM.
If 11:00:00 PM, then 12:00:00 PM.
To wit, it doesn't make rational sense to try and connect a
12:00:00 *PM* caboose to a train carrying an *AM* locomotive and cars,
so to speak.

Your cardinal set approach is interesting.
I think what you call the numbers is arbitrary in this case. A clock
is circular, not linear. Instead of going from 12:00 to 1:00, you
could go from 12:00 to 13:00, like the 24 hour clock. (Or, leave it as
it is, and consider the next "1" to just be a different "1", in a
newly created number system.) The noon/midnight question is not
applicable to a 24 hour clock, because when you say 12:00 it is noon.
But what if the convention was to add AM & PM to the 24 hour clock?
Does AM or PM go with the 12:00 in that case, using the cardinal set
thinking? (Note that originally you placed 12:59 with AM.)
