In improvisation, how/where does one use these chords?

I'm getting the above and the following into my brain and fingers in
all 12 keys, but I haven't come upon the four above chords that I can
recall in my travels through the fake/real books I have here. The
following chords I think I understand, but I'm not sure where I can use
the Min7b5 -- is it on a biii or bvi? Is it restricted to those two in
a particular key? How do I use it to get to another key?
