wouldn't it be better for the hurricane to hit NO again? the damage has already been done... people have already been evacuated... i bet the money required to fix the damage would be a lot less if it were concentrated all in the NO area than it would be if the hurricane hit, say, Houston.

I know it won't directly hit NO, just a hypothetical situation i thought of. at first you might think "not NO again! haven't they had enough?"... but then when you think about it, it's the best case scenario if a hurricane had to hit somewhere on the gulf coast.
