It will take so long to get the water and other contaminants drained off
that most of it will have to be razed. For most of the affected area repair
is not an option, only rebuild. To rebuild in such a low lying area is flat
out stupid. It'll probably happen because of sentimental reasons and
stubbornness, but logically it would be a mistake.
