think about the extent though. sure, more people died on 9/11... but it was only 2 buildings that collapsed and had to be rebuilt. no ones home was destroyed.
most of the city of NO is under water... the water contains dead bodies and animals and chemicals and waste and whatever else... even once that's drained out, and the streets are cleaned up... there's hundreds of square miles of houses, businesses, etc. that have to be rebuilt. people lost their homes, their source of income (most likely), not to mention possibly some family members...
