Yes, that's what happens when you freeze normal water. The additional
volume of frozen water stays above water level, and hence the water
level does not rice.
However, in the case of the poles, a large amount of the ice is on land.
Once this melts, it will stream into the oceans and cause a rise of
water level. That's the problem.
