You could:
- tune to a lower pitch
- put 2 ply heads on top
- verify the bearing edges are good. If not, the previous owner may have
cranked them up because the drums wouldn't sing well at mid or lower
ranges.
- use Zero Rings, MoonGel or duct tape
OR he could just tune them properly.
