Yes he was. In that context he would have used a pick for sure. A good
example of his plectrum playing on a CD that is readily available is
his Jump recording with Eddie Miller and Stanley Wrightsman Trio from
about 1947 I think.

After listening to this one it's pretty clear he was a big influence on
Bucky.
I also know in his first guitar method book he spends time discussing
the pick how to hold it etc...
