Good question because I don't know. I cannot play 3/4 with finger
picks. I've given up trying...sorta' like the Eb.

Aren't polkas in 6/8 time? That translates to the same 3/4 problem.

If it is 3/4, I reach for the flat pick.

I play some 3/4 classical so the fingerpicking is not the problem. I just
want to try and figure out how to develop the bass line.

Buy a sure shot glove and magic polishing papers and carry them in your ... closed loop with the index finger over the top of the shaft obstructs ...
