Robert Rector of the Heritage Foundation has just finished a study (as
of this writing, not yet released) that makes the White House plan for
big increases in low-skill labor sound like a plot to bankrupt
America. Even after accounting for interest on debt and taxes paid,
Rector's study concluded that every household with a high-school drop
out costs American taxpayers $22,000 a year.

What does this have to do with the White House / Senate Republican
amnesty? The Heritage Foundation study found that high school drop-
outs accounted for about:

- 9 percent of native-born Americans
- 25 percent of legal immigrants
- 50 percent of illegal aliens

The immigration plan concocted by the White House and Senate
Republicans during secret meetings would make every illegal alien in
the country today a permanent resident through the "Z" visa, and would
increase annual immigration by at least 50 percent. The White House
and Senate Republicans plan to force American workers and our families
to subsidize all of this cheap labor with our taxes. Let me repeat
that: the White House and Senate Republicans want Americans to pay for
the cheap labor that will displace American workers or, at least,
stagnate and diminish our wages.

Anyone who supports this plan has marked him or herself as an enemy to
