That's what he is saying. With UNIX the administrative user "root" can do just about anything whereas a regular user accounts are very restricted in what they can do. These malware count on you running as an administrative user to gain control of the machine to do their evil deeds.
Now, Windows is a different matter. I've tried setting my account as a normal user, and have an administrative account for when I need to install something or make changes to the configuration. However I have found that lots of software will not work properly if I run as a non-administrative account. Windows is inheriently insecure and is a big fat target for malware authors.
