Actually, Borders pretty much encourages you to do that sort of thing (maybe not so much the copying part). When Borders first came into the Pittsburgh area, they mentioned in repeated articles that they had chairs and tables set up so people could sit down and read through the stuff, the idea being that they'd rather have you sit there and read part of the book and decide you didn't like it than spend the money, hate it, and not come back.
That said, I did use Borders for a bit of research when I wrote an article about Martin Guitar Factory five years ago - mainly trying to find a name. But I go to Borders, get an armful of books and a table. I'm as entertained as a dog with a Kong ball. And my wife informs me I spend too much money at Borders.
