It was actually made popular by the hip hop artist in New York. The
Wu-Tang Clan made is popular to have not just a gold "tooth" but rather
"fangs" that could be removed. This in turn made the move to basically
covering the whole teeth aka Grill.

It was the south though that promoted it non-stop in their
videos.Thanks to rappers like Paul Wall, Mike Jones, Lil' John...
