i agree that you don't need to reward poor service. but i would say
there is quite a difference between the driver being sullen, and being
rude. how long do you interact with the driver? maybe 10 seconds? if
he doesn't show up w/ a kool-aid grin, does it really affect your
night, your enjoyment of the meal? outwardly rude is something else,
and a _waiter_ with an attitude, with whom you have far more
interaction, is also a different story. with a delivery driver, 95% of
the service is getting the food to you, before you ever see them.
i take this *** to heart because i did deliver food for 2 years, and i
busted my ass. it paid less than minimum wage, and i did rely on tips.
i was pretty pissed if someone didn't tip me (not that i would yell at
them for it or anything). if you don't wanna tip the delivery person,
go to the fuckin restaurant and pick up the food yourself.

doing a shoddy job cause one doesn't care or cause one expects they'll
be tipped anyway is bull***. however, you should remember that there
is a reason why tipping is customary in some cases. it's because the
worker needs the fucking tips to make a living. YOU as the customer
are responsible for paying the bulk of that server's wages, and to
completely withhold a tip completely because the person made an honest
mistake or didn't flash their pearly whites on command is pretty
fucking heartless. unless you think they can survive on $2.30/hour.
in long island, i don't think so.
and if none of that convinces you, keep in mind that current gas prices
are also taking a nice chunk out of drivers' earnings these days (if
you live in an area where they deliver by car).
anyway, for whatever it's worth, i delivered in an area where my
customers were split pretty evenly black and white, maybe a bit more
black, with a few asians and not many latinos. i never noticed any
difference in who tipped what.
