In case you didn't notice, the WTC was filled with *civilians* on 9/11.
Even if we *do* carry out a preemptive strike on Iran, we will be
targeting military installations and other strategic military sites. We
will not be indiscriminately killing innocent civilians.
That's how it's materially different.
Oh, sure - the same way we have not been killing innocent civilians in Iraq
and Afghanistan?
