No, it's more like the gasoline dealers in an area conspiraing to price gouge. You can fill up your tank at the artificial and illegal prices, decide to sue to right the wrong. But you don't have to siphon the gasoline out of your tank before you do.



Using an inappropriate analogy is a waste of everyone's time.
