You raise some good points, but you didn't touch on issues like all those
parked school buses, the failure to improve on local hurricane plans,
arguably the worst police force in the country for a long time now.... None
of this lets the feds off the hook, but it sure looks to me like the human
cost in this disaster would have been a lot lower if the government of NO
hadn't been the poster child for incompetence and corruption for about as
long as anyone can remember.
