I'm in the US.
I have 4 dvd players ranging from cheap ($30) to semi-high end ($150).
All 4 will play both formats PAL and NTSC.
Region codes are totally different.
2 of my DVD players are Region free and 2 are Region 1.
All 4 will still play both NTSC and Pal format.
The region code just tells you where in the world that the discs will play in.
You can have a Region 1 disc that is PAL.
You can also have a Region 1 disc that is NTSC.
Your talking apples and oranges.
Region Codes have nothing at all to do with the films format.
I'll say it again, most modern DVD players will play both NTSC and PAL format.
Some may or may not be region free. That has nothing to do with it.
Besides that Region Codes dont apply to DVD recordable discs for the most part.
Most DVD recordables are recorded region free (region 0)
Further stiil, if the file was downloaded (not sent on a DVD-r) the file will have no region code whatsoever.
The region code only applies to the media it is on, not the file itself.

that's not true in the US. I have a Yamaha, that is supposed tp play both,
but I have no PAL discs to check with. In fact, online specs say the Yamahas
are "region free," but the box mine came in says "region 1," so I really
don't know for sure.

I'll bet it's there somewhere, set it to Multi so it'll play both PAL and
NTSC.

There's no good way to transcode from PAL to NTSC without sound getting
out of sync.
The best app I've found to do it though would be TMPGenc.
